The Arc of Northwest Wayne County (The Arc NW) is a small nonprofit providing advocacy and support services to people with developmental disabilities. Our programs have grown over the last few years necessitating moving into a newer, larger building in a different part of our service area. Without our own marketing staff, we needed guidance on understanding our target audiences and how best to reach those who need us in our new community. Siren was an exceptional fit! We worked with them to develop the agency’s first ever marketing strategy.

Directly related to this marketing strategy our advocacy services in schools increased by 10%, consultations with families increased 18%, and future planning sessions increased 30% in just one year! The number of people with disabilities for whom we provided financial services increased by 25% and the number of direct care staff we supported increased by 17% in one year. This marketing strategy also helped focus our search for new leadership for our play program. The new leader followed the strategy for outreach which doubled the number of families served within just 5 months!

As the former City Manager for the City of Ishpeming, I had the opportunity to partner with Siren beginning in 2022, following an introduction at the Upper Peninsula City Managers Conference. From initial discussions through a competitive procurement process and into full contract implementation (2023–2024), Siren served as the City’s strategic communications partner. Their role went far beyond public relations — they helped rebuild community trust, establish modern communication protocols, and transform how the City engaged with residents, media, and stakeholders.

Prior to Siren’s engagement, Ishpeming’s communication approach was almost entirely reactive. Social media use was limited, public information sharing was inconsistent, and crisis messaging often lagged behind public speculation. Siren brought structure, strategy, and calm to that chaos. They helped us transition from responding to problems after they occurred to proactively managing narratives and setting the tone for accurate, timely information.

Siren’s team developed a full communication framework for the City, including audience personas, messaging maps, staff training, and social media response protocols that are still in use today. They emphasized credibility through authentic voices — coaching subject matter experts like police officers and department heads to speak directly to the public. That approach was transformative. For example, during an unexpected emergency event, Siren guided us to hold an immediate press briefing with law enforcement leadership. By addressing the community head-on, we prevented rumors from spreading and reassured residents with factual, credible information.

Another example of Siren’s impact came when a sinkhole formed near an abandoned mine shaft. Under Siren’s guidance, we communicated quickly and transparently. The story’s accuracy and clarity allowed it to be picked up by regional and then national media — extraordinary for a small Upper Peninsula city of 6,600 residents. The national attention wasn’t accidental; it was the result of Siren’s strategic timing, message framing, and understanding of how digital algorithms elevate credible local news. This success demonstrated the reach of an authentic, well-managed municipal voice.

Siren also helped us become a City that “cares enough to answer.” Their monitoring protocols ensured residents’ comments and questions were acknowledged and directed to the appropriate department, strengthening accountability and humanizing City Hall. As City Manager, I faced a choice between hiring one communications employee or engaging Siren. With Siren, I received an entire multidisciplinary team — experts in strategy, media, design, and analytics — for the cost of one full-time hire with benefits. It was one of the best operational decisions we made.

Ishpeming is not an easy communications environment. Public discourse can be politically charged, and trust is hard-won. Yet Siren navigated those dynamics with professionalism, empathy, and persistence. They stayed the course, built meaningful public trust, and never shied away from hard conversations. Their team became an extension of ours — consistent, accountable, and personally invested in the City’s progress.
